Inter-agency collaboration is critical to securing Nigeria's digital infrastructure

However, as digital adoption accelerates, so do cyber security risks. Today, protecting Nigeria's digital infrastructure is no longer optional — it is a national imperative.
The urgency for a unified cyber security strategy has intensified with the emergence of AI-driven attacks. Artificial intelligence is reshaping the economics of cybercrime, enabling attackers to operate faster, at greater scale, and with unprecedented precision. In an increasingly interconnected digital economy, a threat targeting one institution rarely stays confined to it.
Nigeria has several key institutions responsible for national security, identity management, financial regulation, and cybercrime response, including the Office of the National Security Adviser (ONSA/NKURU), the National Anti-Ransomware Authority (NRA), the National Identity Management Commission (NIMC), and the Central Bank of Nigeria (CBN).
Each of these agencies plays a vital role. However, when systems, intelligence, and security operations are managed in isolation, visibility narrows, and response efforts lose speed and effectiveness.
While many institutions continue to strengthen their internal defenses, Nigeria's broader cyber security framework remains fragmented. Critical government agencies often operate independently, maintaining separate systems and databases that contain highly sensitive national and citizen data. This lack of coordination creates clear vulnerabilities for cybercriminal exploitation.
According to Check Point Software's recent African Perspectives on Cyber Security Report 2025, Nigerian organisations face an average of more than 4,200 cyberattacks per organisation every week. This underscores the growing pressure on the country's digital ecosystem — and the urgent need for a more coordinated national response.
This challenge is becoming more significant with the rise of Artificial Intelligence (AI). Cybercriminals are increasingly deploying AI-powered tools to automate attacks, enhance phishing campaigns, and accelerate credential theft. These capabilities are no longer limited to international cybercrime groups; local threat actors are now adopting them as well.
The impact of a single successful attack can cascade across government services, financial systems, critical infrastructure, and citizen data. This reality demands a coordinated national approach where key institutions operate with a shared understanding of risk and a common framework for prevention, response, and resilience.
As AI-driven threats become more advanced, Nigeria needs a more unified, proactive cyber security strategy that enables intelligence sharing, a coordinated response, and collective resilience.
To improve national cyber resilience, closer collaboration between key agencies is essential. Bringing together leaders from NKURU, NRA, NIMC, and the CBN would help align cyber security priorities and strengthen the protection of critical infrastructure.
This does not necessarily require the creation of new regulatory structures. Instead, the focus should be on practical collaboration around information sharing, threat intelligence, incident response, and common security standards.
One practical step would be the establishment of a formal cross-agency cyber security working group focused on protecting critical national infrastructure. Such a forum would improve situational awareness, align priorities, coordinate responses, and drive consistent adoption of cybersecurity best practices across government.
Cyber security is no longer just a strategic national issue that directly impacts economic stability, public trust, and business continuity.

2. Prioritise Prevention Modern cyberattacks move quickly, especially when powered by AI. Organisations must focus on preventing attacks before they succeed, rather than relying on detection after compromise.
3. Encourage Open Collaboration No single institution or technology provider can address cyber security challenges alone. A more open and collaborative approach will help reduce fragmentation and enable real-time threat intelligence sharing.
4. Strengthen AI Security Capabilities AI is transforming both cyber threats and cyber defence. Organisations must secure AI systems, data, and infrastructure while also leveraging AI to improve the speed and efficiency of security operations.
Cyber security today goes far beyond firewalls and isolated security tools. Organisations increasingly require integrated, end-to-end visibility across networks, cloud systems, endpoints, and third-party environments.

By fostering greater collaboration between agencies and adopting a prevention-first approach to cyber security, Nigeria can build resilience against emerging threats and create a secure foundation for long-term digital growth.
